The Community Development Department maintains a Buildable Lands Inventory for residential development. The City encourages location of residential uses within commercial buildings especially in the Downtown area.

The Department is also responsible for maintaining historic population information and population forecasting for Astoria. The US Census Bureau maintains complete census information.

Astoria's housing stock is one of the oldest in Oregon with over 70% of the housing built prior to 1950. Through the Community Development Block Grant program, the City provides a grant/loan program to low income home owners for repair and upgrades to their homes. The programs provides no interest loans to qualified property owners for specified projects with delayed repayment. This program has provided hundreds of thousands of dollars to improve the housing stock in Astoria. The program is administered by the Community Action Team.

Neighborhood Associations

The Community Development Department assists neighborhoods with organizing neighborhood associations, and obtaining information on City meetings and upcoming projects. The Department maintains a list of associations with contact information which may be obtained by contacting the Department. Check to see if your neighborhood has a representative.
